2013 county committee election

Ballots will be mailed to eligible voters in LAA 3 (Blackwater, Elmwood, Liberty and Salt Pond Townships) on Nov. 4.

The candidates are Bill Paxton, Chris Livengood and incumbent Donald Boland.

If for some reason you don't receive a ballot, and believe you should have, contact the FSA office.

Completed and signed ballots must be returned to the county office by close of business on Dec. 2.

Committee members are a critical component of the day-to-day operations of FSA.

They help deliver FSA farm programs at the local level.
It is crucial that every eligible producer take part in this election because county committees are a direct link between the farm community and the U.S. Department of Agriculture.

FSA payments

In Saline County, the majority of Conservation Reserve Program (CRP) annual rental payments to participants have been issued.

We are in the process of issuing 2013 direct payments for the Direct and Counter-cyclical Program (DCP) and Average Crop Revenue Election (ACRE) program.

These payments were delayed several weeks due to the lapse in Federal funding.

The 2008 Farm Bill, extended by the American Tax Payer Relief Act of 2012, provided authority to enroll land in DCP, ACRE and CRP through Sept. 30; however, no legislation has been enacted to reauthorize or extend this authority.

Effective Oct. 1, FSA does not have legislative authority to approve or process applications for these programs

For more information on CRP, DCP and ACRE, producers should contact their local FSA office or visit FSA's website at www.fsa.usda.gov.

Changes for 2013 crop year commodity loans

There are some changes for the 2013 crop year commodity loans and LDP's.

Due to the automatic spending cuts mandated by the Balanced Budget and Emergency Deficit Control Act of 1985, as amended by Budget Control Act of 2011, a sequestration reduction will be applied to all 2013 crop commodity loans and LDPs made after Oct. 1. As a result, the gross loan principal will be reduced by 5.1 percent.

During the application process for farm-stored commodity loans, we will be making a copy of the driver's license of all the Individuals who will be listed on the loan.

This only applies to producers who are:

* Individuals plus their spouses

* Members of Partnership plus their spouses

This does not apply to producers who are legal entities such as LLC's, LP's, and Corporations.

New office location

The Saline County USDA Service Center is temporarily locating to the building at the east end of our parking lot (previously occupied by MoDOT).

The office will be in this location while the building is being remodeled.
