Officials: E911 dispatch center staffing fine despite claims by anonymous critics

Despite claims made in anonymous forum postings on The Marshall Democrat-News website, Saline County's E911 Center is as close to fully staffed as can be reasonably expected, said Stacie Smith, E911 director, Monday, Aug. 23.

Currently, the E911 Center has 13 people in the telecommunications center. The initial staffing level was set at 12 operators, although Smith said the optimal level based on call numbers for Saline County is 15 telecommunicators minimum.

Two of the 13 current staff members are new hires: one is in training and the other is going through orientation. Another member of the staff is on medical leave.

"Since the E911 Center opened, we have lost four employees," Smith said.

Of the four that have left the center, two -- including an employee and the previous E911 director, Pam Teague -- left prior to Smith's promotion to director.

As for reasons why the other two employees left the center, Smith declined to comment.

"It's a very difficult job and not everyone is cut out for it," she said.

The current round of controversy for the E911 Center was promulgated by a series of anonymous postings by forum users with the handles "aristicat22" and "help us all."

"Help us all" made a single posting on Wednesday, Aug. 11, at 1:48 p.m. "Aristicat22" has made seven postings, including two that were deleted as duplicate posts. "Aristicat22" responded to requests from MDN for comment on this story with a single e-mail promising to call.

"Aristicat22" has not made that call and supported his allegations. He signed up for the forum on Aug. 10 and made all seven posts from the same IP address that returns Lexington, Mo., as the city of origin.

Scott Freitag, president of the National Academies of Emergency Dispatch, said changes in the management structure and consolidation into a centralized dispatch system contributes to turnover.

Excelling with one system of dispatch does not mean a dispatcher can excel at all three disciplines, Freitag.

"If there was a shake-up at the top, it could reverberate through the employees," he said. "Those sorts of things can contribute to the stress loads the dispatchers already feel."

Larry Stockman, an associate professor of finance and economics at Missouri Valley College, said losing two employees after a change in management doesn't seem particularly excessive.

"It could be a personality conflict," he said. "It depends on the size of the business."

As the Chief of Marshall's police, Mike Donnell has a vested interest in the operation of the E911 Center, but he said he doesn't see the benefits of anonymous postings to the Internet.

"Am I concerned that there will be nobody to pick up the phone when someone calls? No," Donnell said. "I would love for (the poster) to give me the complaint in writing."

Smith agreed, saying the E911 Center welcomed citizen comments and complaints.

"If there is a problem, I want to hear about it," she said. "I can't fix it, if I don't know about it."

I think the center in its self was needed, and If maned and used properly it will pay for its self. However with all the money that tax has brought in there should be enough to hire trained and experience people to run it. The tax I hope will not last forever and they will have to learn how to operate within a strict budget, right now they got more to spend than they know what do to with, and are not using it to hire qualified personel.

It seems to me that the new 911 system has made a definate improvment in the county with quicker responses and makes it a lot easier to give an address to someone. As far the staffing situation i am sure the difference between this system and previous systems has a lot of differeneces that some may not be able to adapt to.

As a prior dispatcher for the city of Marshall I do know that the job is not for everyone and isn't easy. I have also worked for a large urban area with multi systems and layers involved in the dispatch process. What Marshall is experiencing is not a worrysome amount of turnover. People need to be the right fit for the job. Once that is made and all the positions are filled with trained people who are the right people for the job I'll bet they will not leave until retirement..then people will be complaining that there are no opportunities to be hired in. Nothing is ever perfect and you can never please everyone. The key is to do the best you can with the resourses you have available to you, which is what I believe the City of Marshall is doing. If they don't upgrade with the systems then they are being negligent and putting people at risk (according to some) if they do upgrade then it's a waste of time, money, and manpower to others. So the argument can be made either way. The powers at be have to be able to make the right choice that will provide the safest community possible for all the citizen's. Just my two cents and as far as the "Anon" thing..I am really ok in using my name for my comments just did the screen name when I first logged in to look.

I'm sure It's not as "Anon" as you make it out to be.

Every-time we post, our IP is captured.

I don't think the new 911 center is inefficient, I just don't think it was necessary.

Everything is always rosy in Marshall...and there is never any conflict or differences or bad choices that might be related to "political correctness" or choice. I thank GOD that I live in Marshall.....JMHO
