Re-elected ward 2 council member Vince Lutterbie was absent.
The council also re-elected Brandt and Lutterbie onto its grievance board.
In other business, members of the municipal services and personnel committee reported on the citywide clean-up held the week of April 12.
"We had a pretty good clean-up this year," council member Sam Moten said.
A total of 201 tons of refuse was collected during the week, compared to 167 tons during a normal week, according to a report from Marshall Municipal Services Director Bill Anderson.
The report also says recycling collections were up by three tons, at 18 compared to 15. MMS crews spent 225 hours hauling brush and leaves during the clean-up and collected 60 loads.
The council also approved bids for supplies for MMS. Only one bid was received for corrugated aluminized metal culvert pipes of varying sizes, from Metal Culverts Inc. of Jefferson City. APAC was the only company to bid on asphaltic concrete materials.
Four bids were received for the cold milling of streets. The council approved Columbia Curb & Gutter's low bid of $1.21 per square yard.
The council also agreed to sell the city's 2001 Ford Crown Victoria to Governor Motor Company for $1,756. This was the highest of three bids received.
The public relations and public safety committee presented the council with two recommendations from the Police Personnel Board. The council approved of hiring Dustin Millsap and James Mongar as entry-level officers at Marshall Police Department.
The council approved two ordinances at its meeting, the first authorizing the renewal of a contract with Saline County Health Department for health inspections.
"We have a contract with the health department," City Administrator Connie Latimer said. "Semiannually, they inspect the restaurants and the taverns around town."
Under the contract, the semiannual inspections cost $100 each, re-inspections are $50 and subsequent re-inspections are $25, Latimer said.
The regular appropriations ordinance was also approved.
Council members Barbara Utlaut and Gabe Ramsey and Mayor Pro Tem Lorna Alexander were also present at the meeting.
The council's next regularly scheduled meeting is Monday, May 3, at 5:15 p.m. in the City Office Building.
