Marshall council approves updated codes, budget amendment

The Marshall City Council approved a number of ordinances and resolutions at its meeting Monday evening, April 5.

As a continuation of a process begun at the March 15 meeting, the council approved the 2009 editions of the international mechanical, fire and residential codes. The 2008 edition of the national electric code was also approved.

The council also adopted a resolution stating that the city paid a total of $30,000 toward the construction of the cancer center at Fitzgibbon Hospital.

"We didn't do a resolution at that time," City Administrator Connie Latimer said.

The resolution will provide documentation of the payments for auditing purposes.

As a routine measure, the council approved the amendment of the 2009-2010 fiscal year budget.

"Usually at six months and right at the end of the year we will make budget adjustments," Latimer said.

Changes to the budget do not affect the overall amount of it, just different line items within, she said.

In committee reports, council member Ron Duvall said $796,953 worth of construction occurred in Marshall during the month of March. A total of 52 permits was issued, and $2,022 in fees was collected.

Speaking for the municipal services and personnel committee, council member Dan Brandt said 798.1 tons of solid waste was collected in March, compared to 707.5 in February and 703.6 in March 2009. A total of 73.1 tons of recycling was collected, compared to 61 in February and 64.6 in March 2009.

Brandt also presented the council with bids for supplies for the Municipal Services department.

Marshall Ready Mix and BeCo Concrete Products of Fulton were the only bidders for concrete cement and reinforced concrete sewer pipe, respectively. LaCrosse Lumber bid lower than Marshall Homestore for a variety of construction materials.

All bids were approved.

In her report, Latimer presented the council with bids for lawn care.

With a bid of $1,154, EZ Green Pro Turn Management was awarded the contract for lawn fertilization. Out of four companies, Page Lawn Care and Landscaping was awarded the contract for lawn mowing, with a low bid of $105 per time.

The council also set a date for a public hearing concerning the zoning of a property at 102 E. Washington St. The hearing will be prior to the council's meeting Monday, May 3, at 5:15 p.m.

In addition to Brandt, Duvall and Alexander, council members Sam Moten, Gabe Ramsey, Vince Lutterbie, Sheila Cook and Barbara Utlaut were present.

The council will meet again Monday, April 19, at 5:15 p.m.

It is interesting that the $30,000 gift to Fitzgibbon was only now reported. I think that this money could have been used to offset the cost of insurance for our city employee's or to pave a street that is in need of repair. JMHO
