Saline County 911 Commission members were finally able to hold a commission meeting in a room solely dedicated to such meetings at the Saline County 911 Dispatch Center Thursday, Dec. 17.
The commission heard that filing dates for the April 2010 elections are set for Tuesday, Dec. 15, through Tuesday, Jan. 19. Those interested in serving on the commission will vie for seats currently held by John Rieves, Cathie Jeffries, Jack Lenz Jr. and Corbin Allred.
The commission approved the purchase of two extra-long twin-sized beds for sleep rooms at the dispatch center from Slater General Store for $987.16.
Commission members voted to approve the purchase of 100 map books from Marceline Mapping at a cost of $28 apiece. The books will be sold to the public for the same price. The new books will have several changes from the previous version, said Director Pam Teague.
"We've been keeping notes" on errors in the book, said Teague. "There's a few roads that we figured out are not correct, so they need to get those corrected before they print them up."
Commission member Jesse Coslet inquired into the possibility of constructing a plaque, in addition to the existing dedication plaque, which would bear the names of those "30-plus people out there ... that got the tax passed."
Lenz added that, because the 911 Commission committed to first use local resources available for the dispatch center's construction, the board should consider also listing the local businesses that became involved in the building's construction.
Coslet estimated the cost for such a plaque to be $200.
Commission members spoke about the possibility for continued public tours of the dispatch center. Pam Teague said that would only be possible until Missouri Uniform Law Enforcement System becomes active on the center's computers, because the public "cannot see a (MULES) screen."
Commission members approved the payment of accounts including $780 to Wilson, Toellner & Associates, $185.37 to Quill, $1,178.19 to AT&T for office telephone service and $149.62 to AT&T for cellular telephone service, $19,050.06 to Missouri Consolidated Health Care Plan for employee health insurance, $975.90 to CenturyTel for
Automatic Number Identification/Automatic Location Identification/database services, $790.33 to Visa, $15,769.78 to employees for wages, $946.80 to Elmer Hare Ford for all-terrain tires, $336,298.92 to Commenco to complete payment for the contract, $59.33 to Marshall Municipal Utilities for Internet service, $909 to Meuschke Agency Inc. for workman's compensation insurance, $239.47 to the city of Marshall for gasoline, $1,584 to Embroidery Creations for uniforms, $24,746 to Murray Electrical Construction for the purchase and installation of the dispatch center's electrical generator, $454.84 to Quality Service Solutions for connection of the gas line from the tank to the electrical generator and $750 to Saline County Ambulance District No. 1 in Slater for reimbursement of funds paid on the commission's behalf at the request of Jeffries, because the charges would have exceeded the Visa credit card's credit limit.
Jeffries inquired about the charges on the Visa credit card, and Teague responded that all receipts have been kept, though not all were attached to this month's statement.
The commission voted to withhold payment of the final $1,700 requested by Sign-Up Ltd. because, said Teague, she has "not seen proof that all" contracted work has been completed.
Besides Teague, Coslet and Lenz, commission members Jeffries, John Fletcher and Cindy Schroeder were present, as were Assistant Director Stacie Smith and Receptionist Becky Duncan. John Rieves and Corbin Allred were absent.
The next commission meeting is scheduled for 9:30 a.m. Thursday, Jan. 14, at the 911 Dispatch Center.

All comments made by me were in response to the article in which Ms. Teague was reported as stating she was taking notes on expenditures and not keeping receipts.
I don't owe an apology to anyone.
1mw309 if you read my posts, I also requested a response from Mr. Rands in reference to this article and still wouldn't mind seeing one.
Let me say again, I support 911 and what it's going to bring to the county but the first article indicated there was a major problem.
I see (in teeny tiny print) that this article has been edited to reflect what was ACTUALLY said in the board meeting. So, according to these changes the errors were on the part of the REPORTER not on any wrongdoing by Ms Teague.
I think some apologies are in order starting with Geoff Rands, followed by Eric Crump, moodyblue and marshallkeeper.
What qualifications if any are required to be put on the ballot for the board?
@moodyblue: The more I read your comments the more uneasy I feel. Have you not ever considered that this reporter flat out misreported the statements made by Ms. Teague or the Commisioner?
Is it possible the Editor is trying to ensure his newspaper has high quality reporting?
Why is it that Ms Teague is automatically at fault here?

I am anxious to see some comments from the reporter on these statements because I am sure Ms Teague has every single receipt as I doubt this board would stand for the kind of record keeping you are suggesting is happening nor would Ms. Teague.
The more I read your response Mr. Crump, the more uneasy I feel. Is Mr. Rands incompetant or are you throwing him under the bus. Maybe I should ask if Mr. Rands wrote the article. His name is at the bottom as a contact. The article is very specific in reference to Commissioner Coslet asking Ms. Teague about the credit card charges and as you know when something is put in qoutation marks it reflects exactly what the person said, no paraphrasing, no summaries.
Mr. Crump, the comment made by Ms. Teague is in quotation marks...Also the story by Mr. Rands has another part I didn't catch when I first read it.
First Ms. Teague is qouted is saying that she kept notes when asked for proof of where money was spent on the credit card. In the very next sentence of the article she is qouted is saying that she has not seen proof that contracts had been completed by the sign company so the payment was withheld.
I think Mr. Rands has a very good sense of what was said at the meeting. (Teague double talking)Lets see a post from Mr. Rands on how he misrepresented the statements by Ms. Teague that he put in qoutation marks.
As I've said earlier no matter how much you support something, if a problem arises it must be dealt with. Now I ask who is checking the accounts, I hope it's not Ms. Teague
What I have just read is outrageous and quite unbelievable... Pam Teague, the Director??? "we've been keeping notes"!!! What kind of education does this woman have? Evidently, NOT what it takes to be THE DIRECTOR... So, money can be spent for anything (basically),and nobody is held accountable to the tax payers of this community. Pam could you take me to dinner? You could keep note of it on your napkin.
The only thing the commission has to do with this is a responsbility to act on the bad decision making by Pam Teague. Commissioner Coslet asked the right question and Ms. Teague provided the wrong answer.
As I already stated the 911 building is great and 911 service to the whole county is too. No matter how much you support something you cant bury your head in the sand and ignore a problem if it comes up.

Hopefully some of you naysayers have stepped up to the plate and gotten your name on the ballot to get a seat on the 911 Commission!!! See if you can do better, instead of complaining all the time!!!!! Perfect opportunity to put "our" money where your mouth is!!!!!
Come on, why don't you check out what Malta Bend School went through with miss-use of credit cards. If I remember it was 50K+. If you don't have receipts you don't get reimbursed. So sorry too bad!

The building is impressive and I'm happy to see all of Saline County have this service but Pam Teague responding "We've been keeping notes" when asked where our money has been spent is unacceptable.
