According to an incident report from the Sheriff's Department, the man was identified by neighbors of the victim, as he and another individual left the scene moments after the damage occurred.
Under questioning by deputies, the man said he broke the windows out of the vehicle because the victim owed him money, the report says.
The man was released pending charges from the prosecuting attorney's office.
