There are currently 54 residential markers reported as incorrectly placed or unplaced. Larry Haren of Sign-Up Ltd. has been contacted, but will be out of the state until the beginning of October.
Commission members voted to purchase equipment from DataComm, including office equipment, furniture, chair mats, an industrial-sized paper shredder and more, for $19,225.17.
Director Pam Teague told the commission that Commenco has donated a fireproof filing cabinet for use in the 911 Dispatch Center.
Commission member Jesse Coslet reported on options for sign installation and manufacturing equipment.
He recommended the purchase of a propane-fired jackhammer, which weighs approximately 45 pounds, compared to an electric jackhammer, which weighs 77 pound. The cost for this jackhammer would be $2,145.
For sign blade-manufacturing equipment, Coslet said he has identified a package of equipment that includes software, printer, vinyl and a laminator for $18,000. Such equipment, he said, can cost up to $30,000. He recommended that the commission purchase two sets to ensure possession of ink cartridges.
Replacement of signs that have been damaged due to vandalism is not included in the commission's contract with Sign-Up Ltd., said Vice President John Rieves, meaning the company would charge the commission for that replacement.
The commission approved changing the budget to include an allowance of $23,000 for sign installation and manufacturing equipment.
The commission approved contracting with Plant Equipment Inc. for its Reverse 911 services, which will allow dispatchers to automatically contact large numbers of people in the case of an emergency or disaster. This will cost the commission $63,524.97.
The commission voted to use towers in Gilliam and Marshall Junction owned by Otelco for placement of transmitters. These, along with other transmitters, will allow dispatchers to communicate with emergency response personnel almost anywhere in the county. The cost for these towers is $9,000 per tower per year, and includes utilities, the generator and shelter.
The commission approved payments totaling $12,973.57 to various businesses and entities, including Marshall Municipal Utilities, AT&T, MCHCP and more.
Besides Teague, Coslet, Lenz and Rieves, board president John Fletcher and members Cathie Jeffries, Corbin Allred and Cindy Schroeder were also present.
The commission's next meeting is scheduled for 9:30 a.m. Thursday, Oct. 15, in the Marshall Municipal Court building at 5 E. Eastwood St.

First of all I state facts not attacks. Second you are wrong again. No where did I say I researched the 911 tower project, stop reading stuff that isn't there. It's evident that you are very close to the spendmaster, so there is no changing your mind! Just don't put words out there that I didn't say. This paper will not print what I'd like to say....
It is a waste of money to spend $18,000 a year for antennas put on other people towers. You can't tell me that it can't be done cheaper. Yes I believe this board is the most wasteful spending board in the county. Workers set in chairs at the courthouse, the sheriff's department and the police department, during their entire work shift, but they didn't spend $5,000 for the chairs. In fact the county goes to Jefferson City and buys old state surplus office chairs for 5 bucks each for their workers to set in. The spend master should know this, he picks them up.

Im not attacking anyone, just stating facts. Oh and No I'm still Gumby, yesterday, today and tommorrow. No where have I ever stated that I have researched anything about this 911 radio plans. I did state that I have been involved in putting up antennas, repeaters and power sources before and I know if it were researched it could be done much cheaper than $18,000 a year.

So what is the difference in cost for buying/renting the land for a tower, improving the land for construction, building the tower, insuring the tower, maintaining the tower etc. etc etc, I don't know. Instead of saying you researched it but not posting any numbers (fishy) why dont you enlighten us.

Time frame to be put up?? I didn't know the board was working off of government grants to build this waste? I thought it was being done with county tax payer dollars? I think many things have been hurried and should have been thought out.
What was the outstanding qualifications of the two out of county administrators? They had a piece of paper saying they were good at dispatching and emergency actions, I highly doubt that!
I personally feel that the contractor and every sub contractor, should be from Saline County! Low bids are not always excepted and are not always the best bids.
Oh and just because someone may have a piece of paper stating they know something, doesn't always hold true either.
$5,000 chairs, I still shake my head, it about says it all about the mentallity of the board doesn't it. And the board knows best....lol Who has a piece of paper here that says they have any common sense??

I never claimed to know everything,and by far don't, but you sure seem to have a good idea of what everyone else knows, do you know the "spend master" at all? So the only way you can know ANYTHING is to have a pc. of paper saying that you SHOULD? Maybe instead of sitting back and talking all this bulls@#$ you should get involved and help, by your standards he doesn't seem to know what he is doing... I mean these really uneducated people at Commenco that seem to do a good job of portraying to their bosses that they know their stuff, can't seem to do what YOU think needs to be done! I personally think the board is doing the best they can with the knowlege they have and the time frame it has to be done in, OOHH YEAH... there is a time frame that the gov. has put on this thing to be up and running.
As far as the director not being local, I guess a few more local people should have applied or had that pc. of paper you think people should have to know something...I am sure that you have been watching the construction of the 911 Center, and the lengths that Mr. Phillips has gone to keep as much local as he can. But I guess you already knew that....
I firmly believe it was moronic to name the county roads. The numbering system of county roads make it much easier for emergency personel to respond to an area alot faster than a road name. Each section of the county was either a 1,2,3 or 400 road number. You knew that county road 426 was in a certain area to start with. A handheld map was all you needed to locate the county road number. Now you have to have a GPS unit just to find all of the road names.
Bad system yes!! I would have voted against wasting all of the time and money spent to change from a number to a name. Oh and Grandpa, leave those road signs alone, you will fall off your ladder and hurt yourself.....
I'm not sure about all of them, but I'd bet most of the Board Members haven't ever been on a 911 Board...(My attempt at "benefit of the doubt") If you don't like how things are going, pull up your pants and get your name on the ballot next time!!!!

Yeah it's a real budget wise and community oriented board. Hire the top two administrators out of the county. Hire contractors from out of the county. Buy junk like $5,000 chairs and wore out vehicles for the board to ride around in and feel so important.
Maybe people are rejecting the new concepts so much, because they see what is happening and the waste going on. The people might be a little more responsive if the board didn't act as if they are so impaotant and do not listen to anyone, in fact they mouth off to tax payers if their actions are questioned. A very narrow minded defensive board is what the people are seeing. I do think there will be major changes in the board during the next board election, but until then the people are suppose to just sit back and watch the money go and go and go.
The board needs to quit giving itself so many pats on their own backs and not attempt to degrade anyone who has a comment or an idea or input. But this doesn't happen with this board. They feel they are above everyone else and are the only ones who know anything. So don't cry when your not on the board next time...

Gumby...have you done the research on renting space on towers, or even researched the cost of building and maintainig a tower? I'm guessin you prolly haven't, as far as the one man show, I am assuming you are not attending the meetings regularly to even know whats happening and why !

Wonder Jim ... part of the reason I am guessing, for a "light" jack hammer is our wonderful and supportive community on the county roads that keep vandalizing the road signs, these in which have to be reset, and I'm not talking about one or two but one or three a week at times! So as for renting, where do you rent one and be readily accessible when it is needed locally, because after all we do want to spend our tax dollars locally don't we?
