According to the probable cause statement filed by Saline County Prosecuting Attorney Donald G. Stouffer, Haskins was stopped by Marshall police early Monday evening, Aug. 3, when he was observed driving in the area of Marshall Plaza.
The report says that although Haskins produced proof of insurance, he did not have a valid driver's license. According to the report, a computer inquiry revealed Haskins' license was revoked and that he had six previous convictions for driving while revoked or suspended, including two in 2007 and one in 2008.
Haskins has previous arrests for property damage, forgery, tampering with a motor vehicle and domestic battery, among others.
He is being held on a cash or surety bond of $4,500. A court date has not been established.
Charges contained in reports provided by law enforcement officials are not evidence of guilt. Evidence supporting charges must be presented before a jury, whose duty is to determine if the accused is guilty or not guilty of the charges.
