Currently, the levy will remain the same as last year's, which was $1.2397 per $100 of assessed value, City Administrator Charles Tryban said.
Only one citizen spoke at the hearing. Steve Reith said he was concerned that the levy remained unchanged, despite a significant increase in assessed property values.
He said he thought that, "the levies should be rolled back, so you don't have a windfall."
In response, Marshall Mayor Connie Latimer said the city's levy is based on figures from the state auditor, and that the city will adjust the number accordingly if recommended.
In the council's regular meeting, Marshall citizen Richard Johns again spoke to council members about the city's pet ordinance.
He addressed the limit of three pets per household, which he said is arbitrary.
"We don't feel like we're harboring animals," he said about his own cats. "We feel like we've rescued them."
Latimer told Johns that the pet limit is for the good of the city.
"I'm afraid if we didn't set some sort of limit...then we'd have to have more than one animal control officer," she said.
And, "I don't believe that the pet ordinance was ever established to punish an owner, but rather to protect animals," Latimer said.
In action items, the council approved several measures concerning development in the city.
The council accepted the low bid of $1.7 million from Lehman Construction for the East Eastwood Street bridge project. The city has a federal grant for $1.6 million to fund the project, Latimer said.
The council also approved contracts with Emery Sapp and Sons and Garsite for work at Marshall Memorial Airport. Preconstruction meetings for those projects will be held within the next two weeks.
The South Odell sewer project was the subject of another ordinance. Residents in that area are required to pay part of the cost of the sewer improvements, and 10 have already paid their full amounts.
"This is actually an ordinance that acknowledges that" payment, Tryban said.
In other business, council members accepted Latimer's appointment of John Carton to the Marshall Public Library board. Carton will replace Connie Grisier, who resigned and left a vacant, partially served three-year term.
Council members Lorna Alexander, Ron Duvall, Sam Moten, Dan Brandt, Gabe Ramsey, Vince Lutterbie and Sheila Cook were present at the meeting.
The council is scheduled to meet again Monday, August 3, at 5:15 p.m. in the city office building.

Then as it appears, the City with all of it's political pull, should demand that the Saline County Commission repair the old beaten up road to nowhere on the other side of the bridge.!!!
Or perhaps being the Marsahll Mayor wants the bridge to nowhere so bad, she should have the City of Marshall annex the road all the way out to 240 hwy, that way she can make sure the road is repaired for all of the heavy loads of traffic and business this road and bridge is going to generate for the City of Marshall!! =) =) =)
I stand corrected, muddywater. But the grant money is made of private foundations donations as well. The buses pick kids up along Eastwood, Montague Hill and out across the highway.

I agree about the airport. I think it's a waste of money. Some corporate jets that fly in are organizations already established in Marshall. We wouldn't be losing them to Sedalia.

One school bus use to use this bridge, how do they pick up the kids now?? How many kids do they pick up out on the run down road that no one takes care of?
I have to give it to Marshall, they have an inside source on getting grant money for stupid projects! First over 2 million to extend the airport so one (larger)private jet can land a couple times a year for personal business. This money was taken out of MODOTS budget for roads where it should have been left.
Second 1.7 million for a bridge to no where that is useless, Man your good at getting wastefull PORK BARREL Political money, I will give you that.
$1.6 million of the $1.7 million dollar project is grant money. It didn't come out of taxpayers pockets. School transportation also used to use that road to pick and drop kids off, I remember. Maybe you don't live out that way, muddywater. Plenty of traffic exists. I promise. ;)
In my opinion, this bridge doesn't warrant replacement. I believe this bridge was in place prior to the 240 entrance to marshall. It has outlived it's usefullness and is just another waste of tax payer money.
It serves no purpose for this bridge to be replaced. The people that live on the other side of the bridge out in the county choose to live there. It is not that far for them to drive to hwy 240 and come in town.
Who is going to maintain the run down old road that used to be the hwy? The county has never maintained it. So we are going to waste millions for a bridge to nowhere to be able to travel on a very run down rough road that's not maintained by anyone. Sounds like the Government, tax and spend for stupid projects.
Our Government is so out of control. My question again is what purpose does a new bridge serve other than for a handfull of people??? 99.9% of all traffic entering Marshall will continue to enter the city via hwy 240. Name one good reason to have this bridge?? There isn't one!!

My parents live in that direction, outside city limits. I live very close to the park. I used to take Eastwood out towards 240 Hwy. to visit them. It was sad when the bridges were closed off. Now, I take Lincoln to the highway, which is a hassle. But I really feel for the people right on the other side of the viaduct. In order to get to town, they have to back track quite the distance. I, for one, am happy to see the project finally transpire.

spareme, she might have lived there for 20+ years but she hasn't been mayor for that long, thank god, and FYI i said "finished" as far as the trailer court goes, not started. and no i don't have any idea about the grant process and i'm guessing you do, i do assume that there would be emergency grants and loans that could be accessed for road repair and bridge work if a city was to push, and why i think the previous reasons is simple, its my opinion and noone has convinced me otherwise, your opinion is yours and i have no place to tell you your wrong, so please find your place and dont tell me mine is

FYI in in case you want to know. The mayor has lived on Eastwood St. for 20+ years very close to where her new home is. Also the trailer court has been gone now for at least 4 years. If you have any knowledge at all of grant applications and the processes that take place, you would know that this is pretty standard for the time frame. I don't see why you think any of this info has anything to do with the timing of the bridge project starting to be built.
hey eric, were these blogs placed on this site for people to only state what "facts" are written in your paper? or can a citizen ofmarshall have an opinion without recorse? in my opinionn that bridge has been overlooked for many more years than just since they shut it down and i believe i am entitled to that right, i dont really care how many "tide-us-over" excuses the mayor or the council has fed your paper. the fact is is that less than a year after a very nice new house and the demolishion of a trailer court was finished now they have the money, the design and the want to finish this. now if you cant allow us to vent on issues and maybe shed an opinion on a story then please by all means delete my log on, but please leave this blog so that everyone can read how the paper, who i believe should be lucky we have these rights, does not protect or respect ours
well muddy, that bridge has been shut down for years....and no importance was put on it until our beloved mayor built her beautiful house towards the end of eastwood street, that is why it is now a priority.

I have a question, why is the Eastwood Street bridge even important? I never seen that much traffic ever use that route to enter or exit Marshall. What benefit is this bridge and route to the overall well being of Marshall? After the new bridge is built, who is going to redo the woreout county road and bring it up to standards?
I'm sorry I feel that this route should be closed and the money used in better places. I just don't see any benefit to the City for having a new bridge put in??
