Perkins, who has two previous convictions for driving while intoxicated and eight arrests for driving on a suspended or revoked driver's license, was stopped by Marshall Police after they received a report of an assault on a Marshall resident, in which Perkins was allegedly involved.
According to the incident report, Marshall police administered field sobriety tests when they detected an odor of intoxicants after they stopped Perkins. When he was tested later at the Marshall police station, he registered a blood alcohol content of 0.24 percent.
The report indicates Perkins told officers he had lost his license for 11 years and had been arrested for DWI twice before.
Perkins pleaded guilty to class A misdemeanor domestic assault in the third degree April 16 in Linn County and is currently one year of unsupervised probation in that case.
Charges contained in reports provided by law enforcement officials are not evidence of guilt. Evidence supporting charges must be presented before a jury, whose duty is to determine if the accused is guilty or not guilty of the charges.

- Those that learn from other's mistakes
- Those that learn from their own mistakes
- Those that never learn
He needs help learning his lessons as he is not learning from his mistakes.
