Horner's daughter, Meghan, 10, helped with the formalities, holding the Bible her father placed his hand upon while taking the oath of office.
Ron Calvin, manager of post office operations for Area 6, introduced Horner and noted a list of his accomplishments.
The 1990 graduate of Versailles High School served in the U.S. Army from 1992 to 1997, including a deployment overseas.
He began his career with the U.S. Postal Service in 1998 in Versailles, later moving to Camdenton, then Sedalia, where he moved from carrier to supervisor in 2005.
He continued in supervisory roles in Stover and California, Mo., before moving to Marshall in May.
"You couldn't ask for anybody who gave more of himself" to the job, Calvin said.
Although Horner and his wife, Christina, make their home in Cole Camp, he said he wants to get involved in the Marshall community.
"It was a hard choice to leave California but I love Marshall," he said. "It's a privilege to be here."
