A large group of Blackburn area citizens were on hand for the ceremony, which took place in the Blackburn Community Center.
After a musical performance by the Trinity Lutheran School Band, Skelton, as last year's winner, presented Plattner with a community service award for her service to the county.
Skelton gave a short address, commenting on his 31 years in Congress and thanking his "neighbors" for their support. Skelton then spoke on the war in Iraq and his role as the U.S House Armed Services Committee chairman.
Skelton then presented the plaque to Plattner.
"I've known Becky for quite some time," Skelton said, "and she is a truly great public servant."
Plattner accepted the plaque and also offered some comments.
"It is a pleasure and I am in awe to be standing here with you," Plattner said to Skelton, "I should be giving this to you."
