Late one evening in 2007, a Marshall Habilitation Center resident threw herself on the floor and began kicking in a terrified fit. Former employee Emily Baker said the roughly 30-year-old woman feared men, and the med tech on duty had accidentally startled her. As the resident writhed near a medicine cart, two other residents and a large entertainment center, the frightened woman posed an apparent danger to herself and others in the facility.
